Around Bai Chay area, There's an Vietcombank ATM in front of Heritage Halong Hotel, available 24/7. There's also a currency exchange place right on the main pier, but they offer really unattractive rates -- if the bank is closed, head to one of the larger hotels and try your luck there.
Seperate from tourist area in Bai Chay, In Halong city where local people live and work, there are so many ATMs available 24/7. You just need to go across Bai Chay Bridge 2km, from Bai Chay area to Halong (Local call Baichay to refer to tourist place, and Halong to refer to the main area where local live and work, though Baichay is a ward and belongs to Halong city)
